The Hattfield Projects [district 27a]
Description:
The Hattfield Projects are a series of towered estates, built in the Bauhaus style. A mixture of concrete grey and red make up the colour scheme of the projects. Its corridors, alleys and walkways, form a labyrinthine net work, in which it is easy to become lost. The place has a hollow feel in the daytime, but at night seems almost completely without life. The high towers loom over the surrounding communities, whom look on them with a mixture of fear and envy.
Background:
In the seventies, Warren Hattfield, the head of urban planning set out to prove that the concept of housing projects could work. Hattfield achieved his goal, of providing a functioning housing system for lower income families, at a price. An architect and artist by training Hattfield designed the projects which were to bare his name, upon principles from the Bauhaus movement, incorporating artistic and design concerns into the design, as well as functionality.
So driven was he that he would let nothing get in his way. The site's foundations contain the bodies of two city officials from the time, whom had tried to stop the project. Obsession and blood are a dangerous mix. Four years of construction, and numerous accidents later, the project was finish.
Hattfield was obsessed with achieving the perfect living space, a place that would encourage the inhabitant to strive to better them selves and work their way out of poverty. However, hattfield's philosophy held no place for those who would not, or could not improve themselves. To him conditions such as M.E. or learning difficulties are just excused for idleness. A view he has on occasions spoken or written about publicly.
The project worked, with low crime levels and above average employment. However, it is rarely even close to full, and seems to have little life to it. In the daytime it has a hollow, empty feel, while at night, the place seems utterly deserted, families barricade themselves away and few ever venture out at night.
There is a good reason for this; people disappear among the odd angles and curves of the project. The buildings loom menacingly and the few gangs whisper of 'Old Mama Razor' who stalks them in the corridors.
Storytelling Hints:
Something moves in the project, the locals call it Old Mama Razor, hunting those who don't live up to Hattfield's strong moral ideals. The 'idle' often disappear here, a fact that is made worse by the fact that this includes those who have physical or mental illnesses which make it impossible for them to find work.
Mama Razors faverate prey, seems to be the members of the 'Skull Boyz', the projects only real gang, who live in fear constantly, neither willing to give up their chosen life or able to explain the nameless thing that has made them prisoners in their own homes at night.
Character:
Fortitude & pride. Only the mentally strong and determined last here. The overwhelming sense of paranoia the architecture inspires drive most out, leaving only the proud and strong.
System:
The warren-like maze of the project means that those who wish to disappear have many place to hide. Stealth rolls get +1 in the daytime and + 2 at night.
